The Role of International Partnerships in Congo's Energy Sector

Congolese President Denis Suesso Nguesso and Morocco’s Minister of Foreign Affairs Nasser Bourita recently discussed strengthening bilateral cooperation across multiple sectors, notable renewable energy. Meetings held in Brazzaville in January 2025 underscore the deepening ties between Rabat and Brazzaville, building upon a series of diplomatic achievements, including the signing of 14 cooperation agreements covering strategic sectors, such as renewable energy, education, investments and vocational training.

The Republic of Congo, endowed with abundant oil, gas and renewable energy resources, is increasingly leveraging international partnerships to revitalize its energy sector. These collaborations are pivotal to modernizing energy infrastructure, fostering local content and aligning with the country's economic growth objectives.

Opportunities Arising from International Partnerships

International partnerships have ushered in significant opportunities for the Congo, including increased investments, access to expertise and the advancement of energy projects. In September 2024, Russia agreed to the construction of a fuel pipeline in the Congo. The pipeline will link the western port of Pointe-Noire to Brazzaville. A joint venture will be established, with Russia controlling 90% of the entity. Russia pledged to provide funds, equipment and personnel for the construction of the pipeline.

Additionally, the deal with the Russian government has enabled the Congo’s Ministry of Hydrocarbons to strengthen its cooperation with Russian oil giant Lukoil. The Congo and Lukoil recently signed a MoU aimed at developing multiple blocks in the country, including the Haute Mer A and B and the Marine XXVI permit areas. This agreement paves the way for increased Russian investment in the Congo’s energy sector, further deepening bilateral energy ties.

In August 2024, the Congo further expanded its energy cooperation with Kazakhstan. Congolese President Denis Sassou N’Guesso and Kazakh President Kassym-Jomart Tokayev signed five bilateral agreements, covering mining, visa exemptions and digital development. As part of the agreements, an oil and gas cooperation deal was signed between national oil companies JSC KazMunayGas and the Société Nationale des Pétroles du Congo (SNPC) focusing on knowledge transfer and technical expertise.

Pursuing Sustainable Development in the Energy Sector

While international partnerships have significantly bolstered Congo's energy sector, they also present challenges related to the pursuit of sustainable development. This includes fostering local content, decarbonization and infrastructure development.

In May 2024, Algeria and the Congo signed a MoU to strengthen their partnership in the hydrocarbons and energy sectors. This agreement emphasizes local content, infrastructure development and sustainability by promoting bilateral relations based on equality and mutual interest. It includes the exchange of experiences between Algeria's Sonatrach and the SNPC in downstream petroleum activities. The partnership also focuses on developing the gas sector, particularly LNG and reducing the carbon footprint in the oil industry.

While international partnerships bring in capital and expertise, it is essential to ensure that these collaborations contribute to long-term economic growth and social development.

The inaugural Congo Energy & Investment Forum, scheduled for March 24-26, 2025, in Brazzaville, will showcase partnership and investment opportunities in hydrocarbon exploration, gas monetization, green energy and downstream industries in Congo. The forum will feature high-level panel sessions, focusing on the latest investment opportunities and key developments.
